Argentina:

Brazil:

Mexico:
OpenAI has not published this market’s status.
Rest of the world:
The general rule applies: Pro excludes the EEA, Switzerland and the UK; the rest was not enumerated.

“Not confirmed” means OpenAI has not published that market’s status. It is not our inference and not a denial: it is the absence of official information.

OpenAI does not publish a list of enabled countries. It publishes a rule: on the Pro plan, dots excludes the European Economic Area, Switzerland and the United Kingdom. On Business Premium it reaches every region where ChatGPT is available. Everything else — Argentina included — is neither confirmed nor denied.

The distinction almost nobody makes

Most coverage treats the exclusion as a product limitation. It is not: it is a Pro limitation.

PlanGeographic scope
ProExcludes the EEA, Switzerland and the UK
Business PremiumEvery region where ChatGPT is available
Enterprise / Edu / HealthcareBeta, off by default until an admin enables it

So the same country can be excluded on one plan and available on another. That is the most practical consequence of this whole article: if you are in Europe and want dots today, the route is not waiting — it is the business plan.

Why the European Union was left out

What OpenAI confirmed is the fact: Pro users in the EEA, Switzerland and the UK are not included at launch.

What it did not confirm is the reason. Press reports attribute it to European privacy and data protection rules, and that explanation is plausible given how the product is built — a cloud computer with access to corporate apps and context retention — but it should be treated as what it is: a journalistic attribution, not a company statement.

The four states in our table

We publish the full table by market, including the cases with no official information, because the absence of data is also information:

  • Confirmed available — OpenAI says so in its documentation.
  • Confirmed excluded — OpenAI says that market is out.
  • Available by plan — OpenAI’s rule applies at plan level, not country level.
  • Reported, not enumerated — the press mentions it; OpenAI has not published it.
  • Not confirmed — no official information. Not a denial.

When we say “not confirmed” we are not inferring anything. We are saying OpenAI has not published the data. That seems more useful than inventing a traffic light.

How to tell whether your account has access

The rollout is gradual and OpenAI warns that access may take several days to reach your account. If you meet the plan requirements and still do not see your dot:

  1. Check that your account’s market is not on the excluded list for your plan.
  2. Open the ChatGPT desktop app, not mobile — that is where a dot is created.
  3. Wait. There is no waitlist for the general rollout.
  4. If several days pass with no access, check the official documentation, which is the only source that updates.

What this article cannot tell you

You will not find a date for the European launch here, because none has been announced. Nor a closed list of enabled countries, because OpenAI has not published one. When the company publishes either, we update the table and its verification date.

Always verify against OpenAI’s documentation before making a purchase decision based on availability. This table reflects what was published as of the verification date shown above.

Frequently asked questions about dots

Which countries have dots available?

OpenAI has not published a country list. It published the rule instead: on the Pro plan dots excludes the European Economic Area, Switzerland and the United Kingdom, while Business Premium reaches every region where ChatGPT is available.

Why was the European Union left out?

The exclusion itself is confirmed by OpenAI. Press reports attribute it to European privacy and data protection rules, but OpenAI has not given an official explanation.

Does Business Premium work in Europe?

Yes. OpenAI states that Business Premium users get dots across all supported ChatGPT regions, including the markets that the Pro plan excludes.

Is dots available in Argentina?

OpenAI has not published Argentina's status. It is not on the excluded list, but it was not enumerated among enabled markets either, so the honest answer is that it is unconfirmed.

When will dots reach the excluded countries?

No date has been announced. OpenAI says the rollout is gradual and that access can take several days to reach each account, but it has not committed to a timeline for excluded markets.

Does a VPN work to get access from an excluded country?

We do not recommend it: it can violate OpenAI's terms of use and expose your account to suspension. There are legitimate routes, such as an employer plan or ChatGPT Work.
